A University of Washington biologist working with the World Conservation Society says penguin populations have been declining steadily in the southern regions of South America. In a recently published study, Dee Boersma says life is not going to get any easier for the creatures, because they have to withstand both climate variation and human development.  VOA's Paul Sisco reports.
